Blue Arrow Awarded Place on HealthTrust Europe Framework for Permanent and RPO Recruitment

Blue Arrow is proud to announce that it has been awarded a place on the prestigious HealthTrust Europe (HTE) framework for permanent and recruitment process outsourcing (RPO) recruitment, also called Total Workforce Solutions III. This significant achievement marks a strategic milestone in Blue Arrow’s mission to expand its market share within the public sector, particularly in permanent recruitment and Recruitment Process Outsourcing (RPO) solutions.

The HTE framework, is one of only two compliant routes to market for the NHS, alongside CCS. This award allows Blue Arrow to offer a comprehensive range of recruitment services, including permanent recruitment and RPO solutions, to a wide array of public sector clients.


Key Highlights:

  • Competitive Selection Process: Blue Arrow was selected through a rigorous two-stage tender process, which evaluated quality, price, and Equality, Diversity & Inclusion (ED&I) criteria. Blue Arrow scored highly on Quality of services, ED&I experience and capability, and for Pricing.

  • Economic Advantage: According to the HTE Outcome letter, “Blue Arrow submitted one of the most economically advantageous tenders as determined by the application of the Evaluation Methodology set out in the Invitation to Tender (ITT).”

  • Strategic Importance: The framework provides the most cost-effective and compliant route for public sector employers to access recruitment agency solutions, addressing their primary challenge of cost efficiency.


Client Base and Job Roles:

HTE serves a diverse range of clients, including the NHS, government bodies, emergency services, and educational institutions. The framework is also utilised by the wider public sector, encompassing local and central government, prison services, and blue light services.

The most actively recruited staff through the HTE framework include:

  • Administration & Corporate Service Workers: Roles such as administration, clerical, secretarial, business administration, clinical coding, customer services, finance, human resources, legal services, and more.

  • Non-Corporate Support Service Workers: Including catering, drivers, estates and maintenance, hospitality, logistics, security, and warehousing.

  • Information Technology Workers: Specialising in data analytics, health informatics, ICT, and information management.

  • Very Senior Management & Executive Recruitment: Utilising a search and select model to identify and facilitate the provision of senior managers or executives.
