Brighton & Hove City Council, the largest unitary authority in the South East of England, has circa 10,000 employees. The Council provides a full range of local government services, serving a current population of over 290,000 and, at the time of work, 121,000 households.
Consisting of 21 electoral districts, eight of which have seafront boundaries and 10 sharing area with the South Downs National Park, mitigating the effects of climate change is highly important.

Recruitment Challenge
Cityclean, Brighton & Hove’s waste collection and management service, processed up to 16 tonnes of waste a month on average. However, due to national restrictions, this number tripled in its peak, leading to an increase in waste and recycling over the period.
With an aging workforce and an increase in absenteeism due to health restrictions, Cityclean’s workforce halved due to extended leave. The Council turned to Blue Arrow as a preferred supplier and first point of contact for temporary staff recruitment, backfilling the staff shortfall to meet the waste collection service demand.
Recruitment Solution
Due to the size of the demand and strain put on the current workforce, we were required to recruit a ten-fold increase in temporary driving staff, increasing the workforce from two to 20, and two-fold for the number of labour employees, increasing the workforce to 40. Positions were filled, not only by applicants with prior industry experience, but also HGV class 2 and van drivers (for cage vehicles), plus temporary minibus drivers.
Our e-recruitment platform was an essential part of the recruitment process. The system enabled the Central Account Team to efficiently manage the end-to-end process, from placing ads to candidate selection. Additional support came in the form of an extended 24/7 Support Team.

A deep understanding of the client’s requirements and its culture, combined with the use of our online platform allowed our recruitment team to source quality candidates quickly, simplifying the selection of CV’s and completing registration in as little as 30 minutes. Integration with our RecruiterBot solution meant that we could run SMS campaigns that automated the application and registration process, reducing the total time to hire.
Successful candidates were immediately slotted into available shifts or held on a shortlist for imminent release, enabling the Council’s workforce demands and collections’ standards to be maintained. These methods enabled the recruitment team to engage quickly with successful candidates and prepare them for their first day at work.
